Why we need to retopology

“This is because complex meshes are difficult to animate. It is necessary to limit the polygon count of any 3D model when it’s used for animation.

Import background image:

View–image plane–import

after that, we can adjust it by—View–image plane–image plane attributes

Insert edge loop:

Ctrl + Shift + right-click  (Mesh Tools–insert edge loop)

Add faces (divisions) :
